Dear Northbay Neighbors,

I hope this message finds you well. I’m writing to follow up on some key updates from our annual meeting and to share important information about our community.

Exciting News: Bayview Pool Renovation Underway!
We’re thrilled to announce that construction has begun on the Bayview Pool! Once completed, this project will eliminate all leaks and feature new plaster and tile, giving us a beautifully updated pool for everyone to enjoy. For safety reasons, we kindly ask that you and your family stay away from the Bayview pool area during construction, as it poses a risk of injury. We’ll keep you updated on the progress and can’t wait to see you all at the pool once it’s ready!

Infrastructure Improvements on the Horizon
In addition to the pool renovation, the Board is actively exploring other projects to address our aging infrastructure. This includes repairing areas where the walking path has been washed out. We’ll provide updates as we develop these plans, ensuring our community remains a safe and enjoyable place to live.

A Big Thank You to the Northbay Garden Club
I’d like to extend a heartfelt thank you to the Northbay Garden Club for their incredible work. If you haven’t yet seen the stunning new plantings at the St. Augustine Gates, I encourage you to take a look. The Garden Club’s efforts have truly enhanced the beauty of our neighborhood. If you see any of their team members, please take a moment to thank them for their dedication.

Urgent Concern: Proposed Development of 600 New Homes Near Northbay
I want to draw your attention to a pressing issue that could significantly impact our community. At the bottom of this newsletter I’ve included a letter I sent to Mr. Adam Choate, the Executive Director at PRV, regarding a proposed plan to build 600 new homes on the land across from Lost Rabbit. We are deeply concerned about this development, as it would bring a substantial increase in traffic to Hoy Road, turning it into a major congestion problem for Northbay residents. This could disrupt the peaceful, safe environment we all cherish in our neighborhood. I strongly encourage you to review the letter and contact Mr. Choate directly (Adam Choate, General Manager - achoate@therez.ms - (601) 605-6898) to voice your concerns about this plan. Together, we can advocate for the best interests of Northbay and ensure our voices are heard.

Dear Mr. Choate,
I am Bob Williams, the President of Northbay HOA.

I am writing on behalf of our Board of Directors and our residence who are concerned about the proposed project out lined below.

We have 520 homes, with 250 of those trying to access Hoy Road every day for work. A development of this size and the number of cars that would go with it will make Hoy Road impassable.

Additionally, our neighbors have concerns that homes with a 1800 foot minimum could quickly turn into rental property. This has the potential to decrease our property values in the future

We asked that PRVWSD reconsider the use of this land for a development of this type and size. There must be some alternatives that would benefit Madison County and the City of Madison.

Specialty Management will have a sign in sheet at this evening‘s Northbay Annual Meeting. Following the procedure in the bylaws, anyone 60+ days past due on fines and/or HOA fees will not be able to vote. This includes covenant violation fines or late fees. If you have past due HOA fees, late fees, or violation fines, please consider bringing your checkbook to bring the fees current so you will be able to vote.

Dear Northbay Neighbors,

As part of our ongoing efforts to keep our neighborhood safe and enjoyable for everyone, we wanted to share an important update with you.

Recently, we’ve noticed an uptick in vehicles - many driven by non-residents - speeding through our streets and not stopping at stop signs. Some of these drivers appear to be using Northbay as a shortcut between Hoy Road and St. Augustine Drive, while others are delivery drivers, like those from DoorDash. While we appreciate the convenience of food delivery, the safety of our community remains our top priority.

To address this, we’ve reached out to the Madison Police Department (MPD) and requested increased patrols in our neighborhood. Over the next few months, you’ll likely see more MPD presence as they work to get speeding and stop-sign violations under control - and hopefully reduce cut-through traffic as well. With this stepped-up enforcement, tickets will be issued more frequently to ensure compliance.

We’re sharing this with you for two reasons:

A Friendly Heads-Up: We want all Northbay residents to avoid any surprises (or tickets!). Please take extra care to drive within the speed limits and stop fully at all stop signs within our neighborhood.

Community Safety: This effort is primarily aimed at managing non-resident traffic, but it’s a great reminder for all of us to keep safety first.

Let’s work together to make Northbay a safer place for everyone - whether we’re walking, biking, or driving. If you have any questions or suggestions, please reach out to us.

WARD 4 NEWS

I want to make all of you aware of property development that will affect many of you and the residents in your neighborhoods, particularly those along Hoy and on North Old Canton. Pearl River Valley Water Supply District has advertised for bid to lease and develop their property designated M4, M5, and M6. This is 216 acres of land that starts just behind and north of Old Rice Baptist Church on North Old Rice Road. The land is east of Old Rice Road to the first 90 degree turn in the road turning east and then on the north side of the road past Twin Harbor.

Minimum size for the houses that can be constructed is 1800 square feet and they set no minimum lot sizes. There could easily be 500-600 houses built on this property making it considerably larger than the development on Yandell Road by D.R. Horton (Woodgate). This development will be to the rear of the houses in Ironwood that back up to North Old Rice Road and across from Summit Village.

I attended PRV's Board Meeting in November when I saw this on their agenda for discussion and spoke against this development on behalf of the City and MONA. Hoy Road cannot handle this much additional traffic and it would take years to get any relief. Without going into detail, they pretty much told me that was our problem (that is really not accurate since Hoy is a State Aid Road and any work to relieve traffic congestion would primarily fall on the State with the County and City funding a small portion). I suggested several other possible uses for the land that the City would help with but was not successful. Even though they voted to proceed with leasing the land, they did not immediately advertise it but did a few weeks ago. Bids are due on March 5th with bid opening on March 20th.

If you or any of the residents in your neighborhoods (please share this with everyone) want to voice your opinion about this, now is the time. We (the City) are looking at options but have nothing to share at this time.

Dear Northbay Neighbors,

As we look ahead to 2025, the Northbay POA board has been working diligently on changing the Architectural Review Committee (ARC) process to bring it onboard with Smartwebs starting January 1, 2025. This change is designed to enhance efficiency, improve communication, and ensure the ARC can continue serving our community effectively. The ARC plays a critical role in preserving the beauty, uniformity, and property values of our homes in Northbay. As a reminder:

• ARC applications must be submitted before starting any improvements on your property. Examples include roof replacement or repair, fence installation, building decks or pergolas, porch expansions, new landscaping plans, or painting your home’s exterior. ARC approval must be granted before work begins. Article X of the Covenants.

• The ARC Committee. To avoid delays, please plan ahead. The approval process for complete applications can take up to 15 days.

The ARC's work ensures that all improvements meet community standards, which in turn safeguards the aesthetic appeal and property values we all cherish.

Since implementing Smartwebs, we have already seen improvements in the covenant review process. The system’s enhanced photo submissions and descriptions allow neighbors to identify and address violations quickly - often without POA Board involvement. As a result, covenant violations have decreased, and so too have the number of calls and emails regarding these issues.

Or, click "Northbay" at the top of our website, select "Resources" from the drop-down menu, then click "Architectural Review Application" to download the PDF form. Once downloaded, fill out the form and email it to NorthbayARC@gmail.com .

As we move along in 2025, we will be Bata testing the ARC portion of Smartwebs . At a designated time you will drop the form directly into Smartwebs. We will send out an additional newsletter before that date.
